March has some exciting and interesting markers to take note of – there's a New and Full Moon eclipse. In other words, it's a turnaround month for everyone.<br />
<br />

The question is, what are you going to do with all the power that's in the sky? </div>

As well, there are two equinoxes every year. These are when the Sun shines directly at the equator, which means the length of day and night is equal. The Vernal (spring) Equinox occurred earlier this week when the Sun enters Aries.<br />
<br />
Our year has four seasons: spring, summer, autumn and winter. Our spring is from the Vernal Equinox (March 20) until the summer solstice (June 20), which is the beginning of Cancer. To mark the end of summer, the Autumnal Equinox occurs on Sept. 22 when the Sun enters Libra. Then autumn lasts until the winter solstice, which is Dec. 21, when the Sun enters Capricorn.<br />
<br />
This is why Aries and Libra are opposite signs; and Cancer and Capricorn are opposite signs; and the four of them in a circle are like 12 o'clock, 3 o'clock, 6 o'clock, 9 o'clock.<br />
<br />
The first eclipse in March was a New Moon that came on March 9. It was in the sign of Pisces, which is relating to fears. So are you meant to get scared around the time of the eclipse? Of course not!<br />
<br />
Rather, it was a time just either side of March 9 to think about what you're really scared of and – as if not more importantly – about where that fear or those fears came from.<br />
<br />
In many cases, the answer will be that your fears came from something that happened to you in the past, possibly your childhood? Possibly a parent made you feel not good enough in some way or perhaps you let an ex run riot over your feelings? Either way, this is the month to acknowledge and sweep these fears away. <br />
<br />
The second eclipse is a Full Moon eclipse and takes place on March 23. This is a sure sign from the heavens that it is your life that is in focus.<br />
<br />
This is not any old full moon but a lunar eclipse.The lunar eclipse
may only be partial and observable across Asia, Australia, <b>North</b> and
South America, but it comes at a time when the cosmos is heaving, so to
speak.<br />
<br />
In a previous article I talked about a great wave of change and its literal
manifestation is in the way of serious flooding, looking towards southern USA and you will see major flooding going on. Even here water from the lake sits at my driveways edge. But also in its more
important sense is of inspiring major events on the national and
international stage.<br />
<br />
Six months ago, on 28 September, a lunar eclipse on
the same Libra-Aries axis became the signature on Russia’s intervention
in Syria, so this is one of many situations which is now at a turning
point.<br />
<br />
And if you yourself can think back to that same time period and associate it with
a certain turn of events, you too can expect to arrive at a crossroads
now or in the near future.<br />
<br />
March has been full of important cosmic developments, but none as
significant as the lunar eclipse which takes place today.<br />
<br />
This eclipse
mirrors one that occurred in late September so these two time periods
are connected. Maybe you reached the end of a long journey six months
ago and a sense of closure was experienced or perhaps something
unexpected happened that sparked a chain of events.<br />
<br />
We will find that we want to be more in touch with our feelings and sensitivity, not less. Our emotions are our guide to a better life, not the ego-mind. But these must be our deeply felt authentic emotions, not reactions we borrow from a popular group-mind or a substitute rationalization used as avoidance and denial.<br />
<br />
Analysis over dogma, healing over division, wholeness over alienation. Deep changes now will abide and be a strong influence. <br />

Easter is early this year, which has again inspired a heated discussion as to whether or not there should be a fixed date for this Christian festival. The reason why the date changes from year to year is the moon. Easter falls on the Sunday after the first full moon following the vernal equinox, which occurs on and around 21st March each year. That first full moon occurs this week. <br />
<br />
We should remember that planetary alignments such as these are rare and the recurrence of such a collection is even more rare. Time is a continuum and like a spiral it circles and circles but moves forward at the same time.<br />
<br />
Therefore we are never at any one place for long, nor do we ever return, despite the cyclical nature of time and planets. Planets will return to certain degrees within the zodiac over the course of time, but never in the combination presented today.<br />
<br />
Eclipses may be seen as indicating times when our intentions and
decisions carry more weight.They indicate turns in the path for our
individual lives, and our planet as a whole<br />
<br />
The thing to remember about eclipses is - a solar eclipse holds a vial of secrecy, leaving a haze to things you can<i>not</i> see. Which is the opposite of a lunar eclipse that raises the vial, for all <i>can</i> see.<br />
<br />
Here in Canada that might be in now seeing the newly elected Liberals (last pair of eclipses) and their 1st. Federal Budget, (this months eclipses). <br />

<span style="font-size: small;">At Monday's meeting, Nanaimo city council fielded questions and concerns from the public tied to alleged workplace bullying.<br /><br />Yoachim, who said publicly there has been bullying, also said seven politicians have signed a letter telling the mayor they have non-confidence in him.<br /><br />“Seven of us have signed and signed the same document so it’s not just Gord Fuller,” he said. “Because seven of us want to get work done and communicate and be professional and let the city go where we got to go.<br /><br />“Seven of us aren’t going to sit back and get stalled in nonsense.”<br /><br />He can’t wait until the “full truth” comes out and is open to signing an affidavit to what he has witnessed.<br /><br />Coun. Wendy Pratt urged the public to trust council that it is doing the best thing to move the city forward.</span></div>

BC Hydro`s plan is to make a three-year rate application using ``government mandated rate caps`` of four per cent this year, 3.5 per cent next year and three per cent in the following year.<br />

Why? Because BC Hydro says "it expects to continue to see an overall increase in demand for the next couple of decades."<br />
<br />
Or, perhaps it is BCH who needs cash now to pay those banker loans, particularly the loan of 300 million dollars plus they had to borrow recently to give to the BC Liberals to balance their books?<br />
<br />
To seek out the greater truth within BC Hydro s media statement, it seems my request for an interview has gone unanswered. It sorta makes sense with the cat and mouse tactics Ted Olynyk, BC Hydro Communications Officer for Vancouver Island has played since our last conversation at a local Star Bucks.<br />

The one and only question I had for Ted was to show us how it is so that they (BCH) expect to continually see an overall increase in demand for the next couple of decades? Being that BC Hydro is only supposed to build capacity to serve BC only customers. <br />
<br />
In asking economist Erik Anderson this same question, Anderson`s response was "I find it hard to answer without swearing." "That since 2005 there has not been an increase in the recorded sales to "Domestic", BC only customers." "In fact, a recent peak in BCH sales amounted to 300 GWhrs, more than the average across the last 10 years."<br />
<br />
Anderson went on to say, "In those 10 years, sales to large industrial customers has been decreasing because commodity prices have collapsed." "This reality has recently been highlighted by a Minister Bennett decision to give mining companies, who are facing insolvency if not already in it, a payment holiday, or deferment for their operating electricity bills."<br />
<br />
"If you recall in 2013 BC Hydro gave California 5,300 GWhrs" Anderson says "or about 10% of the total BC Domestic annual consumption." "That means that somewhere in their generation assets and private power contracts they had this amount that was surplus to our Domestic needs."<br />
<br />
I too recall that Enron shell game back-firing, it was later ordered by US courts, leaving BC Hydro Rate Payers on the hook for tens of millions of dollars in fines.<br />
<br />
Anderson continues, "That tells us that BC Hydro has control of generation capacity of about
140% of the amount they expect to get from building Site C." <br />
<br />
Its starting to make sense that for about the last 15 years BC Hydro has regularly built domestic demand "forecasts" that called for electricity sales to be 70,000 GWhrs per year.<br />
<br />
Which is an amount in excess of 40% greater than is being actually recorded.<br />
<br />
"These so called forecasts have in essence been un-true, as seen by several over the past 10 years." Anderson explains, "They should be dubbed, worse than fiction." "The demand forecasts by BC Hydro were only ever meant to serve the end purpose of more construction in BC." <br />
<br />
So even with a zero change in provincial demand for more than 10 years BC Hydro official debt has increased by 160% or more like 400% if you include the IPP contracts that are in effect, but not counted as official debt.<br />
<br />
With these financial obligations now assumed to all BC Citizens it seems clear to be asking the question to BC Hydro Board Members, and BC Provincial Gov Leaders - Does Site C Dam have a greater purpose, being that its`cost is now approaching 9 Billion dollars? <br />

With LNG export in the toilet, BC Liberals using the courts to bully protesters off Site C land, (who in fact represent most to all BC rate payers,) along with an even greater court battle with First Nations ahead, And this week a National Carbon Tax push by PM Justin Trudeau, Christy Clarke's most recent attempt is to sell Site C electricity to Alberta, all for the purpose of assisting our neighbour province in getting off their dirty electrical production.<br />

As for your hydro bill increase April 1st ...<br />

It really is no joke as Economist, Erik Anderson points out "A 4% increase is a politically determined amount." "BC Hydro is really in need of far more revenue right at this very time as its volume of sales to customers is slipping."<br />
<br />
"Several hundred million owing from the mining industry is one of the best pieces of validating evidence."<br />
<br />
With the Liberal Cabinet desperate to have folks working at jobs prior to the 2017 election, which explains why the subsidy by BC Hydro, and indirectly, to all BC Hydro customers who will eventually have to pay this bill through higher rates.<br />
<br />
Had prompt me to ask ...what might be a more accurate increase to debt ratio for which BC Hydro has occurred to date?<br />
<br />
Anderson
closes by saying, "If BC Hydro were to set rates to just break even, we would now be paying at least 30% more." " Add in Site C and the paying down of $6 billion of unpaid amounts yet to be collected, sitting in the "Regulatory assets accounts," and you could add another 25% on top of the 30%."<br />

Is it just me, or does it feel like you too have been duped, particularly as it is all unfolding on April Fools Days? It seems this is one hard red pill to swallow.<br />

This extra day is inserted to our annual calendar every fourth year. The reason this is necessary is to keep our calendar in line with the four seasons.<br />
<br />
The way I recall this, is that a full circle around our sun requires 365 days plus 6 hours. In four sequential years using our 'Gregorian calendar,' we have an additional 24 hours, throwing the calendar off by one day. If that were continued, the first day of spring would eventually become May 1st and beyond.<br />
<br />
What I have learnt since is the seasons remain the same regardless of how we identify time. Though in an agricultural world to keep 'man-made time' in parallel to the sequence of the seasons, it seems fitting every four years to add one day.<br />

cold, empty, barren planets out there. It should make each, humbly
appreciate the potential piece of paradise the universe has given us. </div>

Often daily choices we make are based upon what we believe to be true, but in all honesty can in fact be assumptions. The truth is that even though we have some amazing technologies, we really know very little about our little old planet, Earth. And 'our' place in the universe.<br />
<br />
Throughout all of time until about 1500 AD, mankind believed that the Earth was at the center of the universe. And that the Sun and Planets all rotated around the earth. But around 1500AD a scientist named Nicolaus Copernicus (Pisces) presented a theory that the earth actually rotated around the Sun.<br />
<br />
And as time went on, most scientists started accepting this theory as being a fact. But the truth in the room is that it was never actually proven to be true. In fact, to this day ...science is still unable to prove whether the Sun rotates around the Earth or the Earth rotates around the Sun. <br />
<br />
Imagine if you were a scientist comfortable in your middle age, and were to find out that all the data you presented to the world was in fact wrong. What would you do? Would you stand on the top of a mountain and shout it out to the world, or would you choose to go along with the skeet and hope nobody noticed it until you were safely "retired"? <br />
<br />
When asked, even Albert "don't touch my hair" Einstein said he wasn't really sure if his theories were correct because they were based on other theories.<br />
<br />
Don't get me wrong ...I do not know one way or another if the Sun rotates around the Earth or the Earth around the Sun. That is not the point. What I am suggesting is that as we go through our lives at this current time, this planet energy is asking each one of us to question what we assume to be facts.<br />

Getting past the illusions and getting ourselves back to the real heart of the matter. Of doing what we do with excellence for no other reason than because we can and because we choose to do so. This is about realizing, or remembering that each of us are really just "cells" in a larger overall body. We all have our own special talents and abilities that are meant to be shared with each other so we All grow and prosper.<br />

And for those of us old enough to remember Li’l Abner cartoons are aware that on February 29th is the one day every four years that a woman can officially propose to a man. The reason behind this tradition probably dates back to Victorian times, although Irish legend locates it in the fifth century with a deal struck between Brigid of Kildare and St Patrick.<br />
<br />
Since February 29th was a date with no legal standing, conventions could be overridden with a clear conscience. Although if the man declined his lady’s proposal he had to buy her twelve pairs of gloves to cover the embarrassment of her lack of an engagement ring.<br />
<br />
At the end of the day, February 29th 2016 essentially is a free day on the books. Perhaps giving each of us this free time to question what we assume to be fact.<br />

Unfortunately, there is no aquatic drug dealer responsible for it. Instead, the intoxication is the result of tainted discharge water.<br />
<br />
Pharmaceutical pollution could be to blame for the many drugs showing
up in the tissues of juvenile Chinook salmon. Estuary waters near the
sewage treatment plants were found to contain a cocktail of up to 81
different drugs, according to a new study out of the National Oceanie
and Atmospheric Administration (NOAA).<br />
<br />
There are several plausible
theories about the Puget Sound’s high concentration of drug-infused
water. Jim Meador, an environmental toxicologist at the NOAA's Northwest
Fisheries Science Center in Seattle, published a study that offered two
options.<br />
<br />
One possibility is that people in the areas around the
Puget Sound use more of the detected drugs. However, it is also likely
that the problem lies with the treatment of waste water.<br />
<br />
“<i>The concentrations in effluent [waste water] were higher than we expected,</i>” Meador said in the Seattle Times, “<i>We
analyzed samples for 150 compounds and we had 61 percent of them
detected in effluent. So we know these are going into the estuaries.</i>”<br />
<br />
The connection between the chemicals found in the water and fish was
determined after the same substances were found in both juvenile Chinook
and staghorn sculpin. The two species have different life cycles, with
the sculpin staying in the same body of water while the Chinook migrate
from the Sound to the sea and back again. For both species to be exposed
to the same chemicals suggests a shared habitat was affected.<br />
<br />
Salmon are an indicator species,
meaning that they act as a warning system for environmental problems
due to their sensitivity to changes in their living conditions. <br />
<br />
Drugs that humans take can get into the water in a few different
ways. The most obvious way is that when a person discontinues using a
drug, they may flush the leftover supply down the toilet, with the
effluent not properly filtered by sewage treatment plants. On other
occasions, when a human takes a pill, their body may not absorb all of
the drug and will eliminate the remaining amount in urine which then
(ideally) will be flushed down the toilet.<br />
<br />
Human drugs leeching
into the rivers are causing problems for fish. In the heavily polluted
portions of the Potomac River near Washington DC, intersex fish have
been found. Scientists believe this is the result of estrogen from birth control and menopausal medication finding its way into the water.<br />
<br />
It gets worse for fish exposed to anti-anxiety drugs. In a study from the Scientific American,
perch that were placed in clean water were less aggressive than fish
that had been exposed to benzodiazepines – calming drugs, such as Valium
or Xanax.<br />
<br />
In addition, the fish that were exposed to benzodiazepines
explored more dangerous areas, ate faster, and put themselves in riskier
situations.<br />
<br />
Although brave fish may not sound like a problem, the change in their
behavior could spell bad news for their ecosystem. For example, while
increased eating speed sounds harmless, if perch eat more zooplankton at
a faster rate, then there is less zooplankton to eat algae. This, in
turn, causes algae blooms. In addition, more fearless fish will expose
themselves to more predators, which could then impact the perch
population.<br />
<br />
The EPA is attacking this problem by adding various
pharmaceuticals to a watch list of potentially harmful contaminants that
warrant investigation. The World Health Organization is
also calling on water treatment plants to seek methods to improve
wastewater treatment so as to remove drugs and contaminants from their
main source of entry: effluent water.<br />
<br />
For those anxious about the
effects of their anxiety medication, scientists have some advice to
reduce the pharmaceutical footprint at home, the most obvious of which
is to not flush unused pills down the toilet or pour them down the
drain. Instead, locate a community based drug take-back program.<br />
<br />
More
and more local governments have been encouraging drug take-back days
since a federal law went into effect in 2010. For more information,

For those who don't know, the Bank of Canada has been engaged in an ongoing lawsuit with the Committee on Monetary and Economic Reform [COMER] for several years now.<br />
<br />
Constitutional scholar Rocco Galati is the one who is representing COMER. And Galati has been arguing on their behalf over the last few years that the Bank of Canada should be restored to its original purpose of providing interest-free loans to the Canadian government for infrastructure and other endeavors.<br />
<br />
This would reverse the present course which currently has Canada getting its loans from private banks and the Canadian people are paying trillions in interest.<br />
<br />
The Bank of Canada, wholly owned by the Government of Canada, is Canada's central bank or monetary manager. Established in 1935 after the passing of the Bank of Canada Act, it issues paper currency, acts as fiscal agent and banker for the federal government, sets the bank rate and implements and helps to formulate monetary policy.<br />
<br />
Latest On The Case<br />
<br />
The Federal Court of Appeal previously upheld the decision of Justice Russell, dated April 24, 2014, that would allow for the Bank of Canada lawsuit to proceed.<br />
<br />
This was despite the government's attempts to prevent the case from moving forward. COMER proceeded to file their amended statement of claim on March 26, 2015 and the Department of Justice indicated shortly after on April, 26th, 2015, that it would again move to strike the claim.<br />
<br />
"I was served with what is an abusive motion to strike, which purports to [taking] a second run at the ruling of Justice Russell, and what he determined was justifiable and upheld previously by the Federal Court of Appeal on July 26 back in 2014," wrote Rocco Galati in an update on the case.<br />
<br />
Galati announced in May 13th, 2015, that COMER would be seeking leave, to the Supreme Court of Canada, for the Federal Court of Appeal not having ordered the matter to proceed to trial on the main issues presented.<br />
<br />
More recently, on October 14th, 2015, the Federal Court heard from the government on their motion to strike from the amended statement of claim that was filed for COMER back in March 26th, 2015. This is despite the Federal Court of Appeal's ruling having already dismissed the government's attempts.<br />
<br />
"They moved to strike the whole claim, again, pretending that the Court of Appeal had not ruled that the 80% of the claim, which it ruled could proceed, should proceed," said Galati in the most recent update.<br />
<br />
This lawsuit is one of the most important cases in Canadian history and not many people even know that it has been before the courts for several years now.<br />
<br />
If successful, a win for COMER in this lawsuit would prompt a change that would see the Bank of Canada return to its pre-1974 mandate of lending interest-free money to federal, provincial, and municipal governments.<br />
<br />
The government of Canada sold off large chunks of its gold reserves in recent weeks, continuing a pattern of moving away from the precious metal as a government asset. According to the International Monetary Fund’s International Financial Statistics, Canada held three tonnes of gold reserves as of late 2015.<br />

That’s less than 0.1 per cent of the country’s total reserves, which also include foreign currency deposits and bonds. In comparison, the U.S. holds 8,133 tonnes of gold, while the United Kingdom weighs in at 310 tonnes<br />

The decision to sell came from Finance Minister Bill Morneau’s office.<br />
<br />
“Canada’s gold reserves belong to the Government of Canada, and are held under the name of the Minister of Finance,” explained a spokesperson for the Bank of Canada on Wednesday. “Decisions relative to gold holdings are taken by the Minister of Finance.”<br />
<br />
A spokesperson for the finance department said the sale “was done in the normal course of business for the government. The decision to sell the gold was not tied to a specific gold price, and sales are being conducted over a long period and in a controlled manner.”<br />
<br />
This latest sell-off is indeed part of a much longer-term pattern of moving away from gold as a government-held asset. According to economist Ian Lee of the Sprott School of Business at Carleton University, Ottawa has no real reason to keep its gold reserves other than adhering to tradition.<br />
<br />
“Under the old system, (gold) backed up currencies,” Lee explained. “The U.S. dollar was tied to gold. One ounce was worth US$35. Then in 1971, for lots of reasons I won’t get into, Richard Nixon took the United States off the gold standard.”<br />
<br />
Gold and dollars were interchangeable until that point, he said, but in the modern financial world, the metal is no longer considered a form of currency.<br />
<br />
The amount of gold the Canadian government holds has therefore been falling steadily since the mid-1960s, when over 1,000 tonnes were kept tucked away. Half of those reserves were sold by 1985, and then almost all the rest were sold through the 1990s up to 2002.<br />
<br />
By last year, Canada’s reserves were down to just three tonnes, and the latest sales have now carved that back by over 60 per cent. At the current market rate, the value of 0.62 tonnes of gold comes in at just over CAD$38 million, barely a drop in the bucket when you consider the broader scope of federal finances.<br />

<br />
According to Lee, there may soon come a time when Canada’s gold reserves are entirely a thing of the past. There are better assets to focus on, he argued, calling the government’s decision to dump gold “wise and astute.”<br />
<br />
“It gives them more strategic flexibility to sell the gold, take the money and invest in U.S. government bonds, or United Kingdom bonds or French bonds or German bonds,” Lee said.<br />

“Central banks can hold the government bonds of other countries, and they also hold actual dollars. The Chinese Central Bank actually holds hundreds of billions of U.S. dollars. Dollars are very liquid, so are government bonds, especially of a Western country.”<br />

Millions of people all over the world celebrate the Chinese New Year in
style, with Monday (8 February) marking the start of the year of the
monkey.<br />

The Chinese Lunar New Year – also known as the Spring Festival, is celebrated from
the first day of the first month of the lunar year and ends with the
Lantern Festival on the fifteenth day. The Chinese Calendar is a solilunar calendar.
It integrates as well the revolution of the Earth around the Sun
as the movement of the Moon around the Earth.<br />

A month begins at the day of the new moon
(invisible Moon) and ends at the day before the next new moon.
The full moon is either on 15 or 16 of the month. A Chinese year can have
12 or 13 lunar months, that correspond to the number of new moons
between two successive winter solstices. The year is appelé leap year
if there are 13 months in the year.<br />
<br />
New Year's Day is celebrated with
people lighting incense, setting off fireworks and praying for the
upcoming year to bring them happiness and good luck.<br />
<br />
Regardless of what western zodiac sign you belong to, this Chinese New Year affects us all. This year of the Fire Monkey means there is hope for success wherever there is constructive, intelligent enterprise. Even if we face unsatisfactory circumstances, we can turn these around with hard work and positive thought.<br />
<br />
It means that, even if we hear disturbing or disappointing stories in the news, we can still trust that most humans on this Earth are kind, fair people who only want a better, brighter future.<br />

Ultimately, sincerity and generosity will always prevail over sullen stupidity or sharp selfishness.<br />

Nothing is "written in stone" so it's my own hope that one of our leaders with some common-sense steps forward and circumvents the madness.<br />

Take it for what it's worth... But for me, I see this as a needed step to bring us to "Better Days". What may appear to be lost can be restored. Though the world will do what it will do, but each of us has the power to affect our own outcomes by the choices, decisions and actions we choose to take.<br />

The woman who waits on your table had her law license revoked for standing up against a corrupt judicial system yet still counsels poor clients in secret despite the risk. The girl who rang you up at Macdonald's sings beautifully for terminally ill children in hospitals. <br />

A person's day job does not always reflect who they truly are. Sometimes the greatest heroes appear to be the most average people. In fact, sometimes, the handsome guy who is wearing a fancy suit and driving a Ferrari could actually be a psychopath!

Heroes and villains are all around us, lets not be fooled by their costumes.

Like a lot of the president’s statements on climate change this isn’t actually true. In fact there are lots and lots of people in the world who know it’s a hoax. And among them, unfortunately, happen to be the ruling elite of the most significant carbon emitting nation of them all: China.</div>

We know this because of a devastating report, released today by the Global Warming Policy Foundation, written by one of the West’s leading experts on the Chinese environmental economy, Patricia Adams. Adams, an economist, executive director of Toronto-based Probe International, who has been working with the Chinese environmental movement since the mid-Eighties, is under absolutely no illusions about China’s real position on "climate change."</div>

China sees it as a brilliant opportunity to fleece the gullible gwailo for as much money as it can, to burnish its international image by making all the right green noises, and to blackmail the West into providing it with free technology. But it has no intention whatsoever of sacrificing economic growth by reducing its carbon dioxide emissions.</div>

China knows this. The West either knows this or strongly suspects this. So any agreement reached next week which pretends otherwise will either be a fudge, a lie, or an outright capitulation by Western negotiators because China knows what it wants and it isn’t budging, no sirree.</div>

China, the world’s largest emitter of carbon dioxide, is under intense international pressure to reduce its use of fossil fuels. Although China’s leaders aim to reduce the country’s fossil-fuel consumption to 80% of its energy mix by 2030, they will not forsake national economic growth for the supposed global good. This is because China’s Communist Party knows that to stay in power – its highest priority – it must maintain the economic growth rates that have raised the incomes of much of its population and kept opposition at bay. China’s leaders know that GDP growth is tied to fossil- fuel use.</div>

<div style="text-align: left;">
So far so disastrous for the COP21 negotiations. But worse is to come, far worse. Obama and other Western leaders like to pretend that China’s appalling air pollution – the “airpocalypse” afflicting major cities which kills at least half a million a year – gives it a strong incentive to reduce its CO2 levels. But in fact the opposite is true.</div>

That’s because China understands – as the West pretends not to – that CO2 and “pollution” are very different things.</div>

Not only do the goals of reducing carbon emissions and air pollution not reinforce each other, they conflict. Carbon dioxide is a colourless, odourless, tasteless gas that does not harm health. Efforts to reduce it rely on un-proven abatement technologies, and are prohibitively expensive. In contrast, abating air pollutants such as nitrogen oxides and sulfur dioxide rely on proven technologies and are relatively inexpensive.</div>

In fact many greenies in the West secretly welcome China’s pollution because it makes the Chinese population more restive and environmentally conscious. But this is a delusion: even ordinary Chinese know that CO2 is not pollution.</div>

The West’s climate change establishment is worried that if Beijing focuses ‘narrowly’ on eliminating the air pollutants that worry the general population, China will entrench cleaner-burning fossil fuels in its economy, costing the West its leverage over China’s energy policies. Yet the Chinese public is unlikely to tolerate a ‘carbon- first’ abatement strategy while it continues to breathe noxious air.</div>

“I have never heard of a public protest in China against carbon dioxide emissions. CO2 is a major concern for Western NGOs with offices in Beijing but it’s a non-issue for Chinese citizens and environmentalists at the grassroots.”</div>

Also, the measures China wants to take to deal with pollution – “scrubbers” on power plants, for example – will actually increase CO2 because they are more energy-intensive. The solution to this apparently insoluble conflict of interests is very simple. China will be allowed by the Western negotiators to do and say whatever it wants because China has them by the balls and there’s not a damn thing they can do about it.</div>

The apparent contradiction between what the West wants and what China’s leadership needs is easily resolved. China’s leadership knows that what China says to the West is more important than what China does, absolving it of the need to make any binding commitment to reduce its carbon dioxide emissions. </div>

China also knows that Western leaders’ have no firm expectation of concrete commitments in Paris. </div>

Rather, their paramount goal is to maintain face at the Paris talks, which would collapse without China’s presence. Where international global warming negotiations are concerned, China – and developing nations like India, which is similarly reluctant to sacrifice economic growth for meaningless green targets – wears the trousers.</div>

Even if China believed in keeping to emission targets, which it doesn’t, its officials are so corrupt, uninterested and growth-driven they would never police them. China is leading demands from developing nations that the Western nations pay them $100 billion annually into a climate fund – and after 2020 – contribute 1 percent of their GDP to compensate them for the damage allegedly caused by their years of industrialization. </div>

This won’t happen. In return, nor will the developing nations halt or hamper their economic growth for the sake of green flag waving. So it will be stalemate. Any agreement reached in Paris will be meaningless and toothless. And thank goodness for that.</div>

The International Monetary Fund (IMF) made it official on Monday. A few weeks earlier on Nov. 13, the organization had recommended the yuan, also known as the renminbi, to be included in its $280 billion basket of currency reserves known as Special Drawing Rights (SDR).<br />
<br />
Now the Chinese yuan is placed alongside the U.S. dollar, the Japanese yen, the British pound, and the euro, where it will make up 10.92% of the basket. Of course, the IMF would have us believe it "allowed" the yuan into its basket, as though it was the one in control… Managing Director Christine Lagarde said the yuan's inclusion was based on "a clear indication of the reforms" China has carried out.<br />

<b>What It Means is it will be a Global Reserve Currency</b><br />

Reserve currencies are held in significant amounts by governments and institutions around the world in order to help conduct transactions in the global market. Designation as a global reserve currency sends a message about a currency’s economic heft to the rest of the world. To be in this VIP club, a currency must be “widely used,” “widely traded,” and “freely usable,” according to the IMF.</div>

Indeed, the IMF has pushed China toward economic reforms. Earlier this year on Aug. 4, the IMF said China would have to move ahead with market liberalization before it would allow the yuan in. "The [August IMF] report signals that the decision about the yuan's inclusion in the basket will hinge on financial market development, further opening of the capital account, and greater exchange rate flexibility," Cornell University professor Eswar Prasad told <b><i>The Wall Street Journal </i></b>on Aug. 4. <br />
<br />
But the truth is the IMF <i>had </i>to include China's currency in its basket – sooner rather than later. <br />
<br />
"China doesn't need the IMF, all it wants is the legitimacy to be a 'reserve currency' confers on the nation," <b><i>Money Morning </i></b>Capital Wave Strategist Shah Gilani said on Monday. <br />

It's actually the other way around – the IMF is the one that needs the yuan. <br />

The Russian General Staff said that, according to preliminary data, one of the Su-24 pilots has died after being fired at from the ground. The search and rescue operation for the second pilot of the downed Russian aircraft is underway in Syria, it added.<br />

The video was sent by a rebel group operating in the northwestern area of Syria, where groups including the Free Syrian Army are active but Islamic State has no known presence.<br />

The outline released by Ontario’s Liberal government Friday of how it plans to introduce cap-and-trade carbon pricing to Ontario starting Jan. 1, 2017, is the most financially irresponsible document I have ever read in nine years of reporting on climate change and carbon pricing, says Lorrie Goldstein, <span class="org">Toronto Sun.</span></div>

It will deliver undeserved, windfall profits to some of the province’s biggest industrial polluters and billions of dollars to government coffers, paid for by consumers through higher prices on most goods and services.</div>
<br />
This while producing insignificant reductions in greenhouse gas (GHG) emissions linked to climate change, and creating a massive new government bureaucracy to oversee a carbon pricing scheme prone to being gamed by political donations and lobbying by industries seeking favourable treatment from the government.<br />
<br />
Ontario’s plan repeats virtually every mistake that was made by Europe’s decade-old, inefficient and fraud-ridden cap-and-trade program known as the Emissions Trading Scheme. Under cap-and-trade, the government sets a gradually decreasing annual limit on GHG emissions from the burning and use of fossil fuels.<br />
<br />
It then auctions off, or gives away, on an annual basis, carbon credits up to this limit to major emitters — for example gasoline, propane, natural gas, cement, steel, aluminum, chemical and pulp and paper producers, utilities and institutions, auto manufacturers and food processors — each credit entitling the bearer to emit one tonne of carbon dioxide or its equivalent.<br />
<br />
The theory is energy efficient companies that reduce emissions over time will have extra credits to sell to inefficient companies that don’t have enough credits to cover their emissions, creating a stock market in emissions trading, which sets the market price for carbon credits.<br />
<br />
What undermines the integrity and effectiveness of cap-and-trade is governments giving away free carbon credits to industrial polluters to entice them into the scheme -- the same thing as giving them free money.<br />
<br />
The reason is those industries receiving free credits raise the prices of their products to the public as if they had paid for them in the government auction, or bought them as companies not receiving free credits must do in the carbon trading stock market created by the government.<br />
<br />
Free credits undermine the purpose of cap-and-trade, which is to attach a cost to industries putting GHG emissions into the atmosphere.<br />
<br />
Premier Kathleen Wynne’s government “is proposing all industrial and institutional sectors will have an assistance factor of 100% in the first compliance system period ... of 2017 to 2020.” It will also give free credits to industries which, in its determination, reduced emissions voluntarily, before 2017.<br />
<br />
This means the government will be giving some of Ontario’s biggest polluters free carbon credits for at least four years, the imaginary costs of which these companies will pass along to consumers in higher prices, as if they had paid for the credits.<br />
<br />
In the first year in 2017, the government will set the emission cap at what it forecasts will be Ontario’s total emissions without any reductions, meaning a zero decrease in emissions while consumer prices rise.<br />
<br />
The government says its initial goal is to reduce emissions to 15% below 1990 levels by 2020. Ontario’s emissions in 1990 were 177 megatonnes (Mt) of GHG, so the province intends to reduce emissions to 150 Mt annually by 2020. Current Ontario emissions are about 165 Mt annually, meaning the province’s goal is to reduce them by about 15 Mt annually by 2020. To put this in perspective, China, the world’s largest GHG emitter which faces no restrictions on its emissions, puts 15 Mt of GHG into the atmosphere every 12.5 hours.<br />
<br />
The Liberals say they must give free carbon credits to polluters to prevent “carbon leakage”, where companies abandon production in jurisdictions that have carbon pricing in favour of those that don’t. But that’s the reason you don’t set up carbon pricing schemes in isolation from competing industries in other jurisdictions like the United States, where only California, along with Quebec, will participate in Ontario’s scheme.<br />
<br />
What’s happening in Ontario is what happened in Europe a decade ago.<br />
<br />
To get business onside with cap-and-trade, the Liberals are offering them windfall profits, paid for by the public in higher consumer prices. The government will get its cut — estimated at up to $2 billion annually once the system is fully operational — from the initial sale of carbon credits to non-exempt industries and increasingly over time as more credits are sold by government and fewer given away.<br />
<br />
Industry will make money. So will the government. GHG reductions will be insignificant and the public will pay through the nose.<br />

The hacktivist group Anonymous, engaged in electronic warfare against Islamic State, has declared ‘total war’ on the terror group following the deadly attacks in France, while pledging to hunt down every single supporter of the jihadist group online. <br />

Pledging to use their skills to<em> “unite humanity,”</em> the group warned terrorists to <em>“expect massive cyber attacks.”</em><em>“Anonymous from all over the world will hunt you down,”</em> the spokesman said.<em> “You should know that we will find you and we will not let you go.”</em><br />
<em></em><br />
<em>“War is declared. Get prepared,”</em> the group said in the video post. <em>“The French people are stronger than you and will come out of this atrocity even stronger.”</em><br />

A loosely associated international network of hacktivists, known as the Anonymous group, have been defending French cyber-borders following the Charlie Hebdo massacre in January under the #OpISIS online campaign.<br />
<br />
Throughout the year, the group has tracked, hacked, unmasked, and reported thousands of Twitter accounts that were run by or associated with IS members.<br />
<br />
The hactivists’ work this year resulted in the dismantling some 149 IS-linked websites, according to a recent report in Foreign Policy. Anonymous also flagged roughly 101,000 Twitter accounts and 5,900 propaganda videos.<br />
<br />
Anonymous also announced this week that they were able to trace a pro-IS hacking group Cyber Caliphate that uses at least at least 10 Twitter handles to a single IP address in Kuwait.<br />
<br />
A hacker with Anonymous, speaking to Epoch Times revealed that IS accounts have a life span of about eight hours before Twitter suspends them. After 10 suspensions, the hacktivist claims, <em>“they disappear for a few weeks, only to re-emerge,”</em> under a different name, yet with Cyber Caliphate banner and with the same IP address.<br />
<br />
While the Cyber Caliphate collective claims to be behind a number of cyber attacks, the activist told the Epoch Times that pro-IS hackers fake most of their attacks.<br />
